Peace after a 19-year civil war in Angola seems to be at hand as United Nations peacekeepers begin to enforce the peace, but the contradictory actions of rebel leader Jonas Savimbi may signify that peace will be difficult. Savimbi has lost much of his support, yet may rebuild his army.
