People power again?
Article Abstract:
The Philippines has been invited by the Organization for Economic Cooperation and Development to become a dialogue partner, but it is undergoing crisis over the question of whether President Fidel Ramos should serve a second term. Although President Ramos has not shown interest in a second term in 1998, he has not discouraged the 'people's initiative.' There are complaints that many senators and members of Congress will not be able to run unless the six year term limit is lifted. The term limit law was implemented to protect against an unresponsive legislature, and it also gives the people power to amend the constitution.

Flor case: a Philippine tragedy; controversy has dealt a blow to Ramos and to the country
Article Abstract:
Philippines' status among other developing Southeast Asian nations and that of President Fidel Ramos has been damaged by the national hysteria in response to the hanging of Flor Contemplacion for two murders in Singapore. Though all evidence and personal letters by Contemplacion indicated her guilt, a Philippine review commission said it was a false verdict. Ramos fired numerous cabinet members and severed connections with Singapore in response to public sentiment and because of the upcoming election.

Flor case: Singapore's role; ties with Manila preserved by extending help to Ramos
Article Abstract:
Singapore and the Philippines did well to avoid a break over the Flor Contemplacion issue but both could also have shown more statesmanship and sophistication. Philippine President Fidel Ramos should not have bowed to public pressure and promised to sever relations with Singapore if Flor was the victim of injustice. Singapore's leaders should have moved sooner to aid Ramos, perhaps by postponing the execution, as they responded to US President Bill Clinton's clemency plea regarding Michael Fay.
