Practical planning advice: speeding up the system
Article Abstract:
The plan led system is not achieving its main purpose of speeding up decision making due to lack of clear policy. Just 42% of planning authorities have implemented up to date development plans and Planning Inspectorate resources have had to concentrate on plain enquiries at the expense of appeals. John Gummer, environment secretary has plans for changes to the development-plan and appeals procedures such as statutory time limits, withdrawing the right of objectors to be heard at inquiries and streamling written representations for appeals.

Designed for access
Article Abstract:
Design projects should establish a disability access committee to work along side architects as early on in the design process as possible. The newly designed Sadler's Wells building in London set up an Access for All group to help co-ordinate access facilities, although many of the proposed measures were not in place when the new building opened in 1998. Consultation with different types of disabled people allow architects to decide the best course of action to take when planning specific parts of building design.

Operating in the Orient
Article Abstract:
Western architects working in Japan find that architects take a leading role in projects, and that there is a very professional and co-operative relationship with other consultants and contractors. There is also much less paperwork involved than in projects in the west, with a lot of things being done on trust. However, in Japan architects also work long hours, have longer meetings and receive less financial reward.
