Private Finance Initiative - success or failure
Article Abstract:
The UK's Private Finance Initiative (PFI) is a government scheme aimed at encouraging private funding of public infrastructure projects. However, the initiative has been criticised for the amount of time and effort it takes to win contracts, resulting in an overhaul by the new Labour government. PFI has been most successful in areas such as prisons and least successful in the health sector. The prospects for PFI and other public-private partnerships look promising, with several foreign governments facing similar fiscal problems showing an interest in the program.

IPP success not guaranteed in China
Article Abstract:
Foreign investors are seeking a share in the Laibin B power plant in China, a Build-Operate-Transfer (BOT) project. BOT legislation will be tested on the project which is situated in the Guancxi Zhuang Autonomous Region. Guangxi is an inland province with unproven foreign exchange abilities. However the government is to guarantee the fuel supply contract and power purchase agreement.
