Privatising Russia
Article Abstract:
Most of Russia's light industry and 100,000 shops are to be in private hands within a year. Many enterprises are not waiting for the government and are starting to unfairly privatize themselves. The best hope for success would be if the government gave the enterprises away in a controlled manner.

Privatization has been plagued by corruption and has been done without introducing competition. One improvement in the making is a ruling favoring minority shareholders, which could introduce other improvements. Pres Boris Yeltsin and his administration must continue to press reforms.

Article Abstract:
Boris Yeltsin is taking a brave and radical step in giving Russian citizens shares of businesses being privatized. The action will cause bankruptcies and unemployment, but it is a needed step.
