Pushing the envelope: businessmen chafe at political curbs on China projects

Taiwanese businessmen are frustrated at the political limitations being placed by the government on investment in mainland China. President Lee Teng-hui's government has warned Taiwanese investors of the national security risks involved in Chinese projects and is encouraging links with other parts of the world, such as Latin America. However, Taiwanese investments on the mainland have reached almost $16 billion and are continuing to grow, with the investment restrictions seen to be isolationist.

The Beijing government of China is presenting a confusing attitude towards Taiwan. It has made a concerted effort to work with Taiwan over some matters whilst objecting to Taiwan policies over others. Its constructive negotiations and agreement to go ahead with the cargo transshipping arrangements across the Taiwan Strait was somewhat surprising given that it was hostile towards Taiwan over its move away from Chinese control. Political relations are discussed.

Article Abstract:
Private participation in infrastructure projects has become a popular political remedy to avoiding management chaos, delays and major cost overruns. The high speed rail link has become a target of aggressive competition for government concessions to private devlopers, and other projects on the list for private participation include Taipei's international and domestic airports, a privatized highway, industrial parks, recycling plants and power plants.
