Pyongyang two-step: nuclear accord fails to convince sceptics

Negotiations between N Korea and the US promise S Korea its most basic desires but threaten to block progress on other, longer-term goals. Pyongyang already shows mixed feelings about the agreement it signed June 13, in which S Korea's contribution of the nuclear reactors in question goes unmentioned. N Korea still has several ways to block the agreement at any point, and observers in both Seoul and Washington DC criticize the deal. In a parallel move, S Korea has promised N Korea 150,000 tonnes of rice, 1/3 immediately.

North Korea desperately needs food and other aid in the wake of devastating floods but it refuses to seek help from S Korea, which says it will only send official aid if asked. A UN team of experts has certified the damage, and agencies are trying to raise $15.7 million from donors but have only lined up $2 million in commitments. Some 500,000 people were left homeless by the floods, and Pyongyang predicts a loss of 1.1 million to 1.5 million tonnes of food, atop an already expected 1.9 million tonne shortfall.
