Quebec: Hydro-Quebec Announces Gas Plant Construction

Hydro-Quebec announced plans to build a combined cycle natural gas plant on land belonging to the company in the industrial zone of the Beauharnois canal. Environmental and technical field studies for the project, which involves an investment of $ 500m will begin shortly, though given the time necessary for government clearance, construction is expected to start only end 2003 with the commissioning scheduled for end 2006. While the Prime Minister described the project as one that meets increasing energy needs and at the same time offering an alternative source, Andre Caille, President of Hydro-Quebec stressed that hydel power projects remain the preferred option of his company. Jacques Brassard, minister for Natural Resources, expressed concern over diminishing hydaulicity leading to erroneous production data, project delays of up to 2 000MW not to mention the long and difficult discussions. In the light of that, combined cycle plants look a promising and reassuring alternative. Others were however critical of the current situation which they described as stemming from the absence of investment in the past three years by Hydro-Quebec, which has preferred to depend on growth of the American market and increase in electricity cost. This situation, they charge, has led the company to invest in gas plants where construction involves lesser time and cost that in hydel power ones. Hydro-Quebec and the State, its principal shareholder have already made good money through the former's subsidiary Hydro-Quebec US (HQUS) on deals on the American spot market - $600m in 2000.

EGYPT: CONTRACT FOR SYSTRA
Article Abstract:
Egypt's National Tunnel Authority (NAT) has asked Systra, the French company, to produce a study for the design of a 33-kilometre third line of the Cairo metro. The investment for the first phase of 4.3 kilometres is estimated at EUR 671mn, but NAT is running into financial problems.
