Red capitalists: private enterprises flourishes despite hurdles
Article Abstract:
Private business enterprises are thriving in Vietnam even with the seemingly insurmountable economic problems and the difficulties posed by the communist bureaucracy. Vietnamese trading and manufacturing industries are faced with an unstable currency, the Dong, which devalued from Dong 7000 to the dollar in Jan 1991, to Dong 14,500 to the dollar in Jan 1992, and competition from cheap smuggled goods. Another problem is that although the national government is pushing for reforms, local officials are resisting efforts to liberalize the business community. Despite these hardships, private companies accounted for much of the economic activity in Vietnam's key cities.

There is increased demand for medical services in Asia and private hospitals are appearing throughout the area, improving health care standards and opening new areas of investment opportunities. Parkway Holdings, a pioneer of private health care, has three hospitals in Singapore, and has added a new hospital in Kuala Lumpur and one in Jakarta. It is currently building a new private hospital in Calcutta. Vista Healthcare is also looking at hospital and laboratory projects in the region, and Kumpulan Perubatan Johor operates a network of nine hospitals in Indonesia and Malaysia.

Miles to go: despite reform, legal system leaves much to be desired
Article Abstract:
Vietnam's efforts to reform its legal system have not kept pace with its market reforms. Some progress has been made under a reform program begun in 1986, but Vietnam still lacks such basic provisions as a contract law and workable land-use regulations, a situation that hampers foreign investment. The problems in justice administration are compounded by lack of legal consciousness, political interference in court decisions and a shortage of lawyers and trained court personnel.
