Refurbishment of housing estates involves much more than the architectural issues. The client should identify and aim to solve social, economic and political problems as well as physical ones and have a clear view of the objectives of the project. This should inform the architect's brief and the work of the other members of the team. The Estate Action programme provides a guide to the problems and issues to be resolved. It aims to achieve diversity of tenure, provide training and employment for local residents and to involve tenants in the management of the estate.

Energy efficient refurbishment of high rise housing
Article Abstract:
High rise blocks of flats on the Stannington Estate, Sheffield, England have been refurbished with particular regard to energy efficiency. The 1960s built flats needed some structural repair and improvements to windows and insulation. The mainly elderly residents found the existing electric heating system expensive and inadequate. New gas fired heating was installed with tenants able to control temperatures in their flats. The residents were involved in the project throughout and approve of the refurbishment. Energy savings of up to 50% are forecast.

Getting the money for refurbishment
Article Abstract:
Funding for housing refurbishment comes from a variety of sources and depends on several criteria. The major source of funding for local authorities is ther Housing Investment Programme. Several special funding programmes exist to promote the upgrading of areas and estates. The Housing Corporation provides most of the funds for housing associations, often favouring new building rather than refurbishment schemes. Architects should take specialist advice on the best solution to a housing problem and the most appropriate source of funding.
