Taiwan's National Assembly remains tumultuous and controversial, though less violent in its 1996 session than in 1995, when brawls were broadcast worldwide. Critics say the body is too expensive and limited in scope, leading some to call for its abolition and others to propose expanding its powers. It formerly elected the president, but now amends the constitution and approves various appointees. Deputies tend to be outspoken, trying to make a name for themselves in the hope of future election to the Legislative Yuan.

Reform ruckus

Taiwan's National Assembly has been attempting to tackle the problem of how to choose the country's next president. The ruling Kuomintang's liberal wing is advocating direct popular balloting while party conservatives are pushing for proxy voting. However, party leaders have instructed assembly members to postpone any decision on the electoral procedures until May 20, 1995. Opposition lawmakers have threatened to initiate public protests against the delaying tactics of the ruling party.

Radioactive ruckus

Taiwan's intensions to dump radioactive waste in North Korea has incensed South Koreans. Storage of as much as 200,000 barrels of low-level radioactive waste at the Korean peninsula will be a serious safety hazard, say critics. South Korean Foreign Minister Yoo Chong Ha has pledged to make every effort to stop the project. Taiwan's Vice-Foreign Minister Chen Chien-ren says he doesn't understand why South Korea is so concerned.
