Saving faces: both sides gain from emperor's visit
Article Abstract:
Emperor Akihito of Japan's 1992 state visit to China reflected the changes occurring in Sino-Japanese relations. During his visit, Akihito was able to express an informal apology for the Japanese atrocities committed during his country's occupation of China which resulted in death or injury to an estimated 21 million people. The visit also afforded China its first state visit after the outpouring of international criticism over the Tiananmen massacre of 1989 and highlighted Japan's involvement in China's economic development through significant investment by Japanese companies.

Sino-Russian trade is growing fast along the Siberian border, but mugging, extortion and racketeering are also on the rise. Pogornichnyi, in the Siberian district of Primorskyi, symbolizes Siberia's problems of high prices and a collapsing infrastructure and social order. The Primorskyi administration is negotiating with Manchuria to set up a joint consulting organization to facilitate migration of Chinese and Chinese investment in Siberia. Imports are also being upgraded as a short-term solution to strengthen the Siberian economy.
