When huge international companies go bankrupt it can be very chaotic because each country has its own form of insolvency administration. Creditors of the Maxwell media empire and the Bank of Credit and Commerce International, must cope with both American and British jurisdiction.

The city of Herat, Afghanistan, is an example of the problems facing the whole country in trying to establish a stable, post-Taliban government. Ethnic groups including Shia Tajiks, Sunni Tajiks and Hazaras are all clamouring to share in the new government headed by Ismail Khan.

The government of Zimbabwe is requiring the compulsory sale of commercial farm lands in order to increase ownership by native Africans. Agricultural production has been dwindling, which is making administration of the law difficult.
