Spending to grow

The premier, Wen of China plans to create 14 million new jobs, boost rural income, fix the country's power shortages and transport bottlenecks, and improve rural health care for which strong growth and major government spending is required. China's growth is so uneven, and comes from such an efficient starting point, that there's more room for expansion in plenty of sectors.
