Labour leader Tony Blair's 1997 election manifesto is a risk-averse, fiscally conservative document; while the manifesto proffered by John Major and the ruling Tories calls for high-risk, big-spending initiatives. As such, Blair's document looks more like a governing party's manifesto than Major's does.

The English Tories finally appeared to gaining some momentum in their local election campaign against the Labour Party, but this was thwarted by a scandal involving their candidate in Tatton. Labour still holds a sizable lead over the Tories in polls.
