Article Abstract:
South Koreans go to the polls on Dec 18 1997 and the two leading candidates, Lee Hoi Chang and Kim Dae Jung, are promising to execute reforms. The aftermath of Korea's economic crisis, which exposed weaknesses in the economy and required International Monetary Fund intervention, offers a unique opportunity for the incoming president to deliver on reform promises, but there are indications that this may not occur. Koreans express a readiness to make changes, but reform would challenge deeply-held cultural beliefs, and the hardship associated with reform could lead to demands for protectionism.

South Korea's rival political parties have averted a seething tension that threatened to plunge the country into chaos. Both the ruling Democratic Liberal Party of Kim Young Sam and the group of oppositionist Kim Dae Jung have agreed to effect a compromise on the holding of local elections. Earlier, the government had arbitrarily postponed the electoral exercise spurring oppositionists to call for large-scale street demonstrations.
