Supply and demands: donors keep the pressure on South Asia

Leaders of several South Asian nations won pledges of international aid at a recent meeting of donors in Paris but also received criticism and strict conditions on the assistance. Pledges to Pakistan will probably exceed its $2.3 billion request, but it must rein in military spending, broaden the tax base, and increase public investment. Bangladesh will get $1.9 billion but must increase GDP growth and help the poorest earn more. Sri Lanka won praise for its progress as well as $850 million, but must widen its privatization efforts.

Walk before you run: Asia eases open its financial-services markets
Article Abstract:
European negotiators persuaded Asian nations to sign the first treaty on liberalizing global financial services, including banking, insurance, and securities. The move will primarily benefit mid-sized US, European, and Japanese institutions, while spurring competition everywhere. The US did not join the deal, which is to take effect in Aug 1996 and run through 1997, but after the 1996 presidential elections it may help work out a post-1997 treaty. More than 90% of intl financial business is now open to all.

Safety in numbers; Asia's textile exporters fret over quotas
Article Abstract:
Asia's textile exporters expect few improvements following the amicable conclusion of the first Asia-European summit, given the complexity of the issues and the intractable positions by several parties. The exporters complain that the US and the European Union are not satisfying the spirit of the trade liberlization pact signed in 1994, which phases out the Multifibre Agreement. Importers constitute a growing lobby in the EU pressing for a faster end to the quotas, set to expire by 2005.
