Talking shop under perestroika
Article Abstract:
The Soviet approach to negotiations in the establishment of joint ventures has become more flexible under perestroika. During the negotiation process, the senior management of state agencies will be more flexible than lawyers, but the ultimate decision-makers will not be present. Before a decision can be reached, there is a multi-stage review process involving state agencies, municipalities, and ministries. This is a slow process characterized by innumerable delays which try the patience of many Western negotiators. Western negotiators must be aware that Soviets are sensitive to criticism and do not always reveal bureaucratic details during negotiations. Points of Soviet law, such as in the distribution of profits, are not considered negotiable.

Inconsistency between actions and attitudes bodes no good for single European market
Article Abstract:
Eighty-seven percent of European Community participants support a united Europe, but the move toward this goal has revealed contradictory traditional and nationalistic attitudes among member countries. When Italian Carlo De Benedetti increased his stake in a Belgian company, the prospect of the takeover seemed to be taken as a challenge to Belgian national pride. Similarly, a British confectionery company tried to persuade Swiss candy giant Nestle not to buy out the company. Instances of cultural hostility will probably increase as 1992 draws closer. Positive action by prominent business people is needed to counter the hostility if a united European market is to be achieved.
