Peaceful negotiations in Sri Lanka to end the nine-year Tamil guerrilla war became more complicated on May 20, 1992, when the government of India banned the Tigers from their southern India strongholds and charged Tamil leader Vellupillai Prabhakaran with plotting the assassination of Rajiv Gandhi.

Sri Lanka experienced the largest exodus in 1992, as 1.5 million residents fled the country. A half million refugees left because of civil war, while 600,000 became 'guest' workers in the Middle East. Statistics for other large migrations are given.
