Guerrillas in Peru seized the home of the Japanese ambassador during a celebration of Emperor Akihito's birthday and held some 300 people hostage, demanding the release of prisoners. The event, which received worldwide publicity, was a blow to the government of Pres Alberto Fujimori.

A victory in Peru: but a much bigger social challenge has still to be met

Peruvian Pres Alberto Fujimori did what he had to do when he ordered the storming of the Japanese ambassador's residence where Tupac Amaru guerrillas were holding hostages. Peru's leaders must face the fact, however, that conditions of extreme poverty can lead to such unrest.
