Article Abstract:
There are concerns about US foreign policy and the war in Kosovo, Yugoslavia. Domestic calculations affected the decision to avoid using ground troops in the war, since Congress and the US public were seen by President Bill Clinton as unwilling to tolerate loss of life. US relations with China have also been affected by domestic considerations, and the Clinton has not supported China's attempt to join the World Trade Organization despite concessions made by China. Clinton's interest in foreign affairs appears to be intermittent, and National Security Council head, Samuel Berger, has been the main foreign policy formulator.

Former US Pres Jimmy Carter's meeting with former and current western-hemisphere presidents has opened a number of policy doors for Pres Clinton as he visits Mexico, Central America and the Caribbean in May 1997. The issues discussed include trade, drugs and arms sales.
