The smuggling of alcohol and tobacco products into the United Kingdom has increased rapidly in the three years to 1999, and this is due to the difference in prices, linked to high UK taxes. Travelers can bring large amounts of these goods into the UK legally for personal use, which makes smuggling difficult to detect. The profits that can be made from smuggling are large, and penalties do not act as a deterrent, so it is likely to increase. The UK could move toward harmonizing taxes, which would help to ease the problem.

North Carolina is the leading US tobacco producing states, and there are three cigarette manufacturers based in the state, of the five biggest in the US. RJ Reynolds Tobacco Company was set up in Winston-Salem in 1875 and employs over 7,000 people in the locality, though the city is diversifying into banking and medicine. Hog and poultry farming are replacing tobacco farming in North Carolina, though some smaller famers in hilly areas have had difficulties in diversifying.
