The Directorate of Presidential Affairs (DPA) inherited assets from the former Soviet government, the Communist Party, and other institutions from Soviet times, and its head is Pavel Borodin. The DPA has real estate in 78 countries, and reported a turnover of $2.5 billion for 1998. There are 200 separate businesses such as construction, the main activity, airlines and hotels. There are 100,000 employees, a tenfold rise in six years. Borodin sees himself as part of the top bureaucracy and his stewardship for Russia as a whole.
