Article Abstract:
Hong Kong politicians and legal personnel are calling for a clear definition of the powers of the People's Liberation Army in Hong Kong. Hong Kong Chief Executive Tung Chee-hwa maintains that the army cannot be deployed to quell any civil unrest without his approval. However, senior legal advisers in Beijing say that China passed a law in 1996, concerning the powers of the Hong Kong garrison, which would allow the army to deal with any unrest which the local police force is unable to control. The Hong Kong Security Branch understands the Beijing view to be correct.

Mind the gap
Article Abstract:
Hong Kong's widening trade gap threw its goods and services account into the red, the first deficit since 1982, though the source is hotly debated. Govt economists blame imports that fuel construction of the Chek Lap Kok airport, but others suggest an overvalued dollar, pegged for 12 years to the US dollar, is at fault. If so, a floating exchange rate could boost growth from the relatively anemic 4.5% level, and Beijing might take that step after gaining control in 1997. Inflation remains high, up from 8.1% to 8.7%.

Snouts in the trough: Hong Kong pig farmers battle Chinese invasion
Article Abstract:
China supplies almost 90% of the Hong Kong pig market which is dominated by the central government monopoly Ng Fung Hong. Hong Kong farmers believe there should be more competition and its government is quietly supporting them by providing grants for improving husbandry techniques. In China, new rivals are trying to break Ng Fung Hong's stranglehold on the market. As a result, the industry may provide a test case of competition in post-handover Hong Kong.
