Article Abstract:
There have been protests against the ELN guerrilla group in Colombia, where the government has focused on peace talks with the FARC group, which is larger. The ELN is seeking a base to hold a national convention, but Colombian military chiefs are reluctant to grant this, and the ELN is seen as weak in military terms. The United Self-Defense Forces, a paramilitary group, has carried out murderous actions against civilians in southern Bolivar, where there is sympathy for the ELN. The paramilitaries have murdered a minimum of 30 people in late Jan 2000.

The assault on democratic society in Colombia
Article Abstract:
A number of Colombian political activists, intellectuals and journalists have had to go into exile as a result of threats from paramilitaries and guerrillas. Others have been killed or kidnapped. A rural exodus has occurred as paramilitaries have driven rural dwellers to the cities, while the guerrillas are increasingly using kidnapping. Nearly 1% of the population is estimated to have left Colombia in 1999, and Colombia cannot afford to lose such numbers of educated professionals. There are also serious implications for democracy.
