The disputatious diplomacy of drugs
Article Abstract:
The US and Cuba agree that there should be control over the drugs trade and there is a possibility of collaboration on this issue, but opponents of the Cuban government in the US oppose such collaboration. Cuba is vulnerable as a potential link in the route of drugs traffickers, and the wages of Cuban officials are very low, so they could be tempted by bribes. Opponents of the US government's efforts to cooperate with Cuba on this issue could help the drug traffickers, argues Cuban leader, Fidel Castro.

The governor of Quintana Roos, Mario Villanueva, is under suspicion of drug trafficking, and has disappeared, sending a message by videotape to TV stations that he is innocent. He benefited from immunity from prosecution which expired eight days prior to his disappearance, and there have been questions about why the immunity was not revoked. The case illustrates problems of police corruption in Mexico, and the tendency for laws to help preserve the position of those in power.
