Many states in India promoted alcohol consumption to obtain revenues from the sale of alcohol, but social pressures against alcohol sales and consumption are rising. Three states have banned alcohol sales due to public pressure since 1995, but some see the ban as temporary as revenues fall.

Police, caught in the crossfire between government and rebel forces in the provinces of Kashmir and Jammu, went on strike. Strike leaders say an off-duty police officer was arrested, tortured and shot by government officials. The strike ended on April 28, 1993.
