Nikita Khrushchev gave Crimea to Ukraine in 1954. In Jul 9, 1993, the Russian Parliament reclaimed it. Fearing fragmentation by Russia and other neighbors, Ukraine has refused to hand over the territory. They have also refused to turn over their nuclear arsenal to the Russians.
