The US has decided to join into Canada's efforts to get countries to sign a treaty banning landmines. The US is the 106th nation to agree to the talks but it is feared that the Americans will impose conditions that will undermine the ban. Canada should continue to insist on a ban of all landmines.

The reluctant sheriff

The US has historically involved itself militarily in foreign lands when morality or national self-interest required such involvement. The world is changing dramatically, and Europe, Japan and other countries must learn to accept a share in the burden of peacekeeping.

The US has put itself in the position of the country the world looks to when a situation arises that is deemed worthy of intervention. The US would rather be able to entrust the United Nations in these affairs, but the UN lacks the power and authority of the US.
