The opening salvo: Deng sets stage for move against conservatives

Deng Xiaoping has reasserted his political leadership in China with the issuance of an official document emphasizing economic reforms. This move is in preparation for the 14th Party Congress scheduled for late 1992. Deng hopes this political maneuver will help members choose party leaders who will continue his open-door foreign policy and other reforms. Oppositionist conservative leaders, however, seek to limit Deng's party influence by restricting the document's distribution and by sanitizing his Central Document Number 2. Nevertheless, Deng has utilized the media to bring his message to the Chinese populace.

Article Abstract:
The Chinese armed forces is undergoing what many observers regard as the biggest purge in the history of China's People's Liberation Army. Deng Xiaoping is behind the purge, which is an effort to dismantle the political power base of suspected coup plotter Gen Yang Baibing. In Oct 1992, Deng reportedly called a meeting of top Chinese leaders, including PM Li Peng, to discuss Yang Baibing's fate. Many of Yang's supporters in the army have either been retired, demoted or transferred to inactive posts.

Deng Xiaoping has retired politically ambitious generals and promoted trusted commanders who are more focused on military professionalism in a shakeup of China's top military leadership to lessen officers' influence on politics. His most important act was to eliminate a potentially destabilizing dynasty in the military by removing Pres Yang Shangkun and his younger half-brother General Yang Baibing from all their army positions.
