Article Abstract:
President Bill Clinton has visited areas of the US affected by poverty, such as Appalachia, the Mississippi delta, and the South Dakota Badlands. Clinton has announced a number of measures to tackle poverty such as tax advantages and debt guarantees for investors, and aid for non profit bodies, the Community Development Financial Institutions. Clinton sees the time as appropriate, given US economic strength. Poorer areas can also provide labor and consumers top help the economy continue to grow. critics point to the low level of skills of former welfare recipients, and other obstacles to progress.

Bruce Reed's welfare high

The force behind Clinton's welfare reform initiative, chief domestic policy advisor Bruce Reed, has reason to be optimistic about the success of his reforms. Thanks to a booming economy, states may be able to pay for workfare costs, such as training and child care. Reed's political power is assessed.
