Chancellor Helmut Kohl of Germany is encountering opposition from various factions of the government. For example Edmund Stoiber the Bavarian premier is cautious of Germany's support of the euro monetary system, and the Social Democrats in the Bundesrat are opposing tax reform legislation.

Goodbye, federal Europe?
Article Abstract:
German chancellor Helmut Kohl used to be one of the staunchest supporters of a politically-integrated Europe. However, Kohl and many other German politicians have backed away from the concept of a federalist Europe. He still supports the Euro and backs more incremental changes.
