The road from Hesse
Article Abstract:
Elections in Hesse, Germany, have led to the loss of a majority in the Bundesrat, or German upper house, for the chancellor, Gerhard Schroder. There is a need for stronger leadership from Schroder, and a key problem has been Schroder's lack of control of the Greens, his allies, and of Oskar Lafontaine, finance minister. The Hesse elections mean that more attention has to be paid to the opposition if laws are to be passed. The citizenship law proposed by the government will not be passed, but a compromise could succeed which could help the Turkish population in Germany to achieve a feeling of belonging.

Germany's struggle to keep federalism on the road
Article Abstract:
The reunification of Germany has put a strain on interstate relations there, as federal attempts to rectify the gaps of wealth between Eastern and Western states are proving difficult. A proposal to create larger states by merging borders between rich and poor ones is not being well received.
