Africa is discovering that democracy and economic reform often do not work well simultaneously. A growing notion is that countries must style reform that is suited to their particular political and social conditions. Uganda's package of economic reform and 'no-party' democracy is one solution.

New labor laws in South Korea caused employees to rise against the government and threaten, but not enact, a general strike. The manner in which the labor laws were enacted caused much of the opposition, and may reduce chances that a deregulated labor market will be created.
