The truth about taxes
Article Abstract:
The debate on tax cuts in the US has ignored the key issue of fiscal priorities. The forecasts may be wrong, and there may be less of a suplus than envisaged. There are political and economic constraints which mean that government spending may not be reduced by as much as forecast. A prudent course of action would be to wait until there are surpluses prior to deciding to give tax cuts. There is also a case for cutting taxes in an economic downturn rather than in a recession. There is also a need for tax reform and reform of the Social Security system.

Enterprise? Tax it
Article Abstract:
Cuba's economy is still painfully lagging behind international standards because the government is trying to curb free enterprise instead of promoting it. The government is imposing unreasonable taxes and cracking down on businesses thriving with the tourism industry while not doing anything to improve the economic situation of the citizenry. The Cuban government will not allow anyone to get ahead because of free enterprise.

Pres Clinton plans to introduce his proposal for a balanced budget for FY 1999 to Congress in Jan 1998. The debate as to how the surplus should be spent is already brewing and is based on political lines as Republicans want to lower taxes and Democrats want to increase social spending.
