Threat of recession looms over second-half outlook

Article Abstract:

Several economists say Hong Kong may be heading for its second economic recession in three years, with HSBC reducing its forecast for annual gross domestic product growth in 2001 to 0.4% from 1.8% and Dao Heng Bank and DBS Securities lowering their forecasts to zero growth. Gross domestic product grew by only 0.5% in the second quarter compared to the year-earlier period. The forecasts are discussed.

China's communist government faces the same challenge to power that the former imperial dynasties underwent because of a corrupt and inflexible tax system, as the August 2000 revolt in Jiangxi province indicates. The problem is local officials have too much discretionary power. This can be resolved by devolving power to the local people. The way to resolve the problem and the protest as discussed.
