Royal Dutch-Shell Group of Cos. board members declined to include two executives in a management personnel purge after concluding the two did not know the magnitude of the company's reserve accounting. Chairman Jeroen van der Veer and Chief Financial Officer Judy Boynton had been assured by senior managers that the situation was under control.
