US sets overflight charges
Article Abstract:
The Federal Aviation Administration (FAA) will begin charging overflight fees to aircraft flying through US airspace in Aug 2000. Powered by the Federal Aviation Reauthorization Act of 1996 and cleared by the US Court of Appeals, FAA will charge overflight fees of $37.43 per 100 nm in the en route environment and $20.16 per 100 nm in the oceanic environment. The agency has exempted military and civilian aircraft operated by the US or a foreign government from the overflight charges.

China prepares new route
Article Abstract:
The government of China has provided a new China West Route around the Himalayas through western China using four CNS/ATM workstations/area control centers in Lanzhou, Kunming, Chengdu and Urumqi. The new air route L888, which had been initially proposed in 1995, is expected to reduce roughly 40 minutes in flight time per trip for Fans-equipped aircraft. This will result in savings of roughly $1,000 per minute or a total of $40,000 on a B747-400.

Procurement begins on the modernization programme
Article Abstract:
Russia's united air traffic system (UATS) has a coverage of 25 million sq km and is managed by 30,000 specialists. The UATS includes eight zone centers, 68 district centers, 57 auxiliary centers and the air traffic control facilities of 63 federal civil airports. A modernization programme was adopted in 1991 with an initial cost of Roubles 4 billion. The modernization programme, however, has slowed down due to Russia's economic problems.
