U.S. takes steps to ease textile battle

The US Customs Service is lifting its single-entry bonding requirement for ten US buyers of Hong Kong garments believed to have clean record and adequate internal controls. The requirement, which increases importer's shipping costs, resulted from Hong Kong's refusal to allow US agents to inspect local garment factories. However, Hong Kong is preparing to settle the issue by allowing US customs agents to conduct factory visits in Hong Kong in February 1997. Merchandise affected include men's and boy's pants, dresses and skirts, underwear and gloves.

Sri Lanka will reduce tariffs in return for higher garment quotas in the U. S
Article Abstract:
The US and Sri Lankan governments have entered into a new agreement which could resolve the two countries' long-standing dispute on textile imports. Under the terms of the new agreement, Sri Lanka will reduce tariffs on several items that the US deems of special interest. In return, the US government will increase Sri Lanka's textile quota over the next 10 years. The US also agreed to lessen penalties which might be assessed against Sri Lanka for textile quota violations made in 1994.

Pakistan asks WTO's help in U.S. textile disputes
Article Abstract:
Pakistan, together with other textile exporters, has asked the World Trade Organization to rule on disputes with the US over import restrictions. Pakistan claims the new US rules for defining the country of origin for textile and apparel imports can undermine free trade. They also claim that the rules violate the Agreement on Textiles and Clothing and a provision of the Uruguay Round that discourages the use of rule changes to control trade.
