The Philippines has borrowed in international markets through a bond issue, and the 10-year bonds bore a rate of 4.35% above the US Treasury rate, which is a good performance, given the economic problems of the region. Malaysia has also borrowed, but through a direct loan rather than a bond issue, using resident international banks. Malaysia has also secured good interest rates, which could be interpreted as the banks having faith in the Malaysian economy, or as the banks seeking to protect their investments in that country.
