Gavyn Davies has issued a report on funding for the British Broadcasting Corp (BBC) which proposes a supplementary fees for owners of digital TV receivers. The fee would be levied from 2000, and would fall over time to zero. The BBC could also privatize part of Resources and Worldwide in order to raise funds. Commercial companies oppose this proposal on a number of grounds such as the view that it represents a technology tax. The report has also emphasized the need for the BBC to have clear priorities.

Bertelsmann's new boss, Thomas Middelhoff, has to tackle a separation of the different businesses of the group which is surprising at a time when US companies emphasise synergies. Bertelsmann ranks first in English-language publishing world wide following the acquisition of Random House. The group has a number of businesses that are mature or face problems. Book publishing faces slow growth and music clubs are affected by competition from the Internet.
