The concept of compassionate conservatism was a key theme of the address delivered by George W. Bush on the occasion of his second inauguration as governor of Texas on Jan 19, 1999. He sought to distance himself from his Republican counterparts in the central government and to extend the appeal of his party. His priorities include reducing property taxes and abolishing 'social promotion' in public schools, which involves students progressing to higher grades without meeting basic standards. He has given no indication about whether he intends to become a presidential candidate.
