Boris Yeltsin's plan for economic reform in Russia has begun to falter. More money is being printed despite hyperinflation and domestic oil prices are still tightly controlled. The International Monetary Fund (IMF) is considering withdrawing loan offers. Yeltsin thinks Russia should be granted exceptions.
