Reducing the exchange value of the Japanese yen may not improve the US-Japan balance of trade as is often assumed. Efforts to cut the yen's value are complicated by several factors that affect the relationship between the yen's exchange rate and Japan's trade and current account balances. These factors include the considerable degree of production in other countries carried out by Japan's so-called export industries and the large amount of money that Japan makes on its direct and portfolio investments abroad.

Article Abstract:
Japan is resorting to side-stepping and time-buying tactics in response to the growing possibility of trade protectionism in the US and Europe as evidenced by a trade bill in the US Congress. The country is relying on the GATT's Uruguay Round to have a successful outcome or else it would have to either appeal for it to be reopened or initiate an Asian trade alliance which the US fears would create a trade bloc in retaliation against protectionism.

Members of Japan's business community are calling for a change in the country's dealings with its foreign trading partners. The calls for a reexamination of present Japanese policies towards the international business community came in the wake of a visit of a Japanese trade mission to Europe. Akio Morita, head of Sony Corp, is the leading advocate for a change in present Japanese policies towards other countries.
