You Jong Keun is governor of North Cholla province in South Korea and is also President Kim Dae Jung's economic affairs adviser. You has come to prominence under Kim's reformist regime and is using his power to ensure that key reforms are implemented. You has criticized the collusion between government and chaebols, making him enemies amongst the bureaucracy and business community. Nothing has yet materialized from his pledges to bring foreign investment to North Cholla, but he is determined to reduce government control of the economy.

South Korea's political slush-fund scandal has entered a new phase, as President Kim Young Sam seeks a rapprochement with the powerful chaebols even as their leaders face criminal charges. Kim is trying to balance his reform efforts against the economy's need for strong businesses in a time of growing trade deficits, feeble growth, and small-company bankruptcies. Also, he wants their support as Apr 11 elections approach. Publicly the chaebol leaders back him, encouraging deregulation and following his suggestions.

Article Abstract:
The ruling coalition of South Korean President Kim Dae Jung gained 10 out of 16 governorships and mayoralties in local elections on Jun 4, 1998. This is a significant development for Kim, placing him close to gaining full control of parliament and thus in a position to implement an economic restructuring programme. The success of candidates from his National Congress for New Politics is a clear indication that South Koreans are very keen for him to take action to revive the country's economy.
