Phone rivals, others meet to refine PUC plan

The Pennsylvania Public Utility Commission ordered Bell Atlantic Corp. to break up its telecommunications operations into two with the purpose of fostering competition in the local phone market. But Bell Atlantic countered that it would cost at least $1 billion to implement the restructuring and instead filed a compliance document at PUC calling the order anti-competitive and financially damaging.
