A new role for Locate in Scotland?

Locate in Scotland is a bureau run by the UK government that seeks to attract businesses to relocate to Scotland. The bureau was opened in 1981 in order to provide a one-stop bureaucracy for companies seeking to relocate in Scotland. Former director Neil Hood believes that changing trends in the economy pose a major threat to the continued viability of Locate in Scotland and feels that Scottish Enterprise should continue the functions of the Scottish Development Agency in the area of identifying Scotland's needs. Scotland's success in attracting new businesses has been challenged by Wales, Ireland, North England, and the Mediterranean countries, and is threatened by the opening up of Eastern Europe. Hood believes that the policies encouraging inward investment should be improved and that more training should be provided to ensure that the labor pool remains highly skilled.

Firms are attracted to Scotland due to lower rents for offices and factories and a highly-skilled, relatively inexpensive labor pool. The UK government instituted programs that attempted to attract businesses to relocate to Scotland in order to bolster local employment. Direct government aid has helped attract businesses to Scotland, as has three conduits for external investment: the Scottish Development Agency, the the nine mainland Regional Councils, and the Scottish New Towns. Businesses are attracted to Scotland because a large proportion of their customers are in Scotland, to take advantage of the numbers of high-technology, service-based companies located in Scotland, and to take advantage of a highly-skilled but relatively inexpensive labor pool.
