Article Abstract:
The Institute for Defense Analyses, Alexandria, Va., a not-for-profit organization, is being awarded a $17,555,000 increment as part of a $480,489,598 cost-plus-fixed-fee contract. Task orders will be directed to individual issues to provide studies, analyses, and test and evaluation support to the Office of the Secretary of Defense, the Joint Staff, unified commands, and defense agencies. Projects will address issues of both long term and immediate concern in the following areas: national security issues, particularly those requiring scientific and technical expertise; exploration of issues in defense systems research and development; computer and software engineering; evaluation of military systems proposed or in development, and of military forces using those systems. Tasks will involve the comprehensive evaluation of defense systems and technologies, at all stages of development, deployment, and use. Analysis will require an in-depth understanding of mission requirements, system performance, underlying technologies, capabilities cost determination/estimation of defense programs and the support infrastructure. Work will be performed in Alexandria, Va., and is expected to be completed by Sept. 30, 2003. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on Aug. 6, 1998. The contracting activity is the Defense Supply Service-Washington, Washington, D.C. (DASW01-98-C-0067).

DynCorp (EENSP) Inc., d/b/a DynMeridian, Alexandria, Va., was awarded on Jan. 4, 1999, an indefinite delivery/indefinite quantity fixed-price-labor contract (appropriation number and dollar value will be issued with each delivery order) with a cumulative total of $78,591,319 for long range strategic planning and support for the Directorate of Strategic Planning, U.S. Air Force Deputy Chief of Staff for Plans and Programs, to include but not limited to (a) strategic planning and analysis, (b) modernization planning, (c) future context development, (d) major systems capability and cost performance analysis, and (e) annual planning programming. Work will be performed at Alexandria, Va., and is expected to be completed by Sept. 30, 2002. There were three bids solicited on Dec. 7, 1997, and three bids received. The contracting activity is the Defense Supply Service-Washington, Washington, D.C. (DASW01-98-D-0041).
