Canada under the Conservatives
Article Abstract:
Since the 1984 elections, Canada has been ruled by its Conservative Party, led by Brian Mulroney, whose 1984 election to prime minister was a landslide. Prior to 1984, Canada had been ruled most often by Liberal governments since the post World War II period. Canadian Conservatism is compared to Britain under Margaret Thatcher's government. Canadian Conservatives have created new jobs and brought unemployment to under 10 percent for the nation. However, the Canadian deficit has remained high, at approximately 6 percent of total GNP, whereas Britain's deficit is 3.6 percent of its GNP. Canada's attempts to reduce the deficit rely upon decreased government spending, rather than increased taxes. There have, however, been some tax reforms in Canada which have affected its capital gains tax and have introduced alternative minimum taxes. These reforms and the possibility of reforms in the Canadian federal sales tax system are discussed and compared to tax reforms occurring in Great Britain and the U.S.

The poor have taxation problems too

British citizens who are not financially able to employ tax accountants write in to the Westminster Press Inquiry Bureau and visit Citizen's Advice Bureaux for help determining their tax liabilities. Demographic studies conducted in the early 1970s identified two-thirds of these citizens as retired individuals, and a study performed in 1982 revealed that 72 percent of all tax advice inquiries were made by retirees. The average income of these people is 90 pounds sterling per week, and 67 percent of those who turn to the Westminster Press Inquiry Bureau are male, whereas the women seem to favor the Citizen's Advice Bureaux (53 percent of these inquiries were made by females).Perhaps the Inland Revenue Service should become involved with offering free tax advice to this group of citizens.

Financial management initiative: has it a future?
Article Abstract:
The British government formally introduced the concept of Financial Management Initiative (FMI) to the civil service in 1982 with regard to departmental and agency spending. FMI was meant to be a voluntary program of fiscal accountability. Common principles were to be applied, with emphasis on financial and information management systems, establishment of quantifiable goals and objectives, performance measurement, and dispersed and decentralized responsibility for budgets and spending.
