Rumsfeld sees capabilities, not numbers of Navy ships, as critical
Article Abstract:
Secretary of Defense Donald Rumsfeld, agreed with Navy officials stressing the importance of Navy ship capabilities as opposed to numbers of Naval vessels. He believes that the Navy may have fewer ships but it can deploy one third of them, leaving some 116 ships able to be deployed even with a smaller fleet by using Sea Swaps with crews.
